Lockdown 4.0 can be announced tomorrow to deal with Coronavirus and it will be completely different from the previous three lockdowns. Lockdown 4.0 will also be different in that the Prime Minister will not address the country for its announcement, but only new guidelines will be issued. Sources say that the Home Ministry (MHA) may announce the fourth phase of the lockdown on Saturday.
The lockdown implemented on 25 March was originally scheduled to end on 14 April. But first it was extended till 3 May and then 17 May. In lockdown 4.0, the government can give some relaxation keeping in mind the economy. According to the information, the states will be exempted from the center about transport and running industries in the green zone. The operation of public transport such as buses, taxis in green zone can be approved or exempted.
Lockdown 4.0 may allow factories or industries to run again, but officials will have to make necessary arrangements for the state to move workers. However, passenger trains will not run at present. Only special and labor trains will run. The increase in the number of special trains and routes is also being discussed. At the same time, resuming the operation of domestic flights from 18 May is another aspect that is being considered. Domestic air services can be approved on select routes. Flight frequency will be kept low in the first phase, which can be increased in the coming days or months. It is different that many states have opposed the introduction of air service.
Many economic activities will be allowed in the fourth phase of lockdown. For example, a decision can be taken to open many other shops including hardware, bikes. Significantly, PM Modi had asked the Chief Ministers of all the states to send their suggestions by May 15, so that the format of Lockdown 4.0 can be prepared. The Delhi government is demanding to allow more economic activities.
In a meeting with the Prime Minister via video conference, CM Arvind Kejriwal is said to have implemented stringent measures in the contentious zones such as Nizamuddin and Buffer Zones and allow more economic activity in the rest of the city. Not only this, despite the increasing cases of Corona, CM Kejriwal is also keen to reopen the mall and start auto and taxi service with some conditions.
